The payment systems regulations consist of laws and by-laws. Within the legislation, the primary law is the Law on the National Bank of the Republic of North Macedonia, which regulates the tasks and powers of the National Bank in the area of payment systems and has precedence over all other laws. In addition, the National Bank has powers in the area of supervision and regulation of payment systems and the payments arising from the Law on Payment Services and Payment Systems.

In accordance with the legal powers derived from the Law on the National Bank of the Republic of North Macedonia and the Law on Payment Services and Payment Systems, the National Bank adopts by-laws (decisions and instructions). In the process of adopting the by-laws, the National Bank conducts consultations with the stakeholders.
