The National Bank of the Republic of Macedonia Council held a session today, with several issues within its operating area being discussed at.
The Council adopted a Decision on amendments to the Decision on the bank's information system security. The amendments provide additional managing of the terms and the conditions under which the banks may use services from the bank's outsourcing company providing information system services. The amendments pertain to the requirements that should be fulfilled by banks that adopted or will adopt a decision on engaging an outsourcing company the main office of which is outside the Republic of Macedonia. The amendments provide appropriate protection mechanisms ensuring the information systems of these banks to be continuously functional and unrestricted data availability for their operations on the territory of the Republic of Macedonia. Also, the Decision envisages a requirement for the bank's information system outsourcing company to harmonize with the international information security standards ISO/IEC 20000. The deadline for harmonizing the bank's outsourcing company having concluded, or will conclude bank contract until December 31, 2008 is set to January 01, 2010. All other outsourcing companies that will conclude contract with bank after December 31, 2008 should obligatory contain the envisaged information security standard.
The Council adopted a Decision on amendments to the Decision on the terms and the manner of operating of savings houses. The amendments to the Decision pertain to the manner of organization and performance of the internal audit on savings house. Besides the manner of operating and the performing of internal audit function, prescribed in the Banking Law, the Decision envisages the possibility if the savings house fails to have a person - an authorized auditor, engaged, this activity, together with the person/persons employed in the savings house's organizational part for internal audit, to be performed by auditing company or person - authorized auditor, which should obligatory adhere to the internal audit principles and rules. The main objective of the proposed amendments to the Decision is to enable efficient internal audit in savings houses, in conditions when they are facing with real problems due to lack of authorized auditor on the market. The engagement of the external authorized auditors, for the purpose of ensuring continuation in the execution of the internal audit function, is in conformity with the Basle practices for performing effective internal audit.
The Council adopted a Decision on amendments to the Decision on the method and the terms for opening and maintaining non-resident accounts, which provides harmonization of this Decision with the Decision on the amendments of the Decision on the manner and the amount of the cash foreign currency and checks that man be taken in or out of the Republic of Macedonia ("Official Gazette of RM" no. 69/08). The harmonization actually enables the nonresidents to freely deposit cash foreign currency on their accounts with the authorized banks during one month up to the amount for which according to the Decision of the Government of the Republic of Macedonia, when entering in the Republic of Macedonia, no special written confirmation is issued. This Decision also comply with the provisions referring to opening of the accounts by nonresidents in case they are not physically present in the bank with the provisions of the regulations for money laundering prevention and financing terrorism. Also, the provisions referring to the bank's obligation to block the accounts of the clients in instances when they are inactive are amended, i.e. the period of inactiveness of the account increases from one to two years before the effectiveness of the bank's obligation for blocking the account.
On today's session of the NBRM Council, the latest macroeconomic developments, within the Monthly information 06/2008 were also presented.
